Gen Kayihura who has been off the public scene for over three year was on Sunday morning seen making road work exercise in Katebe, Kashagama.

According to a statement issued today 8th August, 2021,Gen Kayihura said him together with his staff made a 16 Km road run in their beautiful, undulating Katebe to celebrate and honor the heroes of the Tokyo Olympics and the glory they have brought to Uganda.

“I thank them for fulfilling beyond my wildest dreams their pledge in Kapchorwa after I challenged them that one day, we must share the Olympics gold and other medals with the legendary Kenyan athletes across the border, it is sometime back but I’m sure they still remember. YOU DID IT COMRADES, YOU DID IT, “Gen Kayihura said.

Gen Kayihura was in March 2018 fired as Inspector General of Police (IGP) and he was consequently arrested and charged with aiding and abetting the kidnapping by commission, repatriating Rwandan exile and refugees and Ugandan citizens to Rwanda between 2012 and 2016.

He was also accused of failing to protect war material by issuing arms to unauthorised persons including Boda Boda 2010 members led by jailed Abdallah Kitatta between 2010 and 2018.

In May, 2021, the senior army officer said he had been deserted by his friends after he was charged with felonious offences in the General Court Martial.

Gen Kayihura made the statements at the requiem mass of his grandmother Ancila Bucyana at Rutare Catholic Church, in Kisoro District.

Local media from Kisoro District quoted Gen Kayihura reaffirming his position that he has never been a traitor and that he had never betrayed his family, his people and had never been treacherous to Uganda.

NITA-U had filed an application against UIA for giving the land, Volume MKO1176, Folio 11, Plot No. 1230, Kyaggwe Block 113, Namanve, Mukono District to RAINBOW Diary Uganda Ltd yet it was already under a lease agreement between NITA-U (Applicant) and UIA (1st Respondent).

On 27th January 2018, the applicant and the 1st respondent executed a lease agreement for a term of 5 years. The applicant was subsequently registered as proprietor of the land comprised in Leasehold Register, Volume MKO1176, Folio 11, Plot No. 1230, Kyaggwe Block 113, Namanve, Mukono District.

However, on 9th February 2021, the applicant’s staff found that contractors, agents and/or servants of Rainbow dairy Uganda limited (2nd respondent) had trespassed on the land and were clearing the land for the purpose of erecting structures. By letter dated 18th February 2021, the applicant made a complaint to the 1st respondent about the 2nd respondent’s trespass and activities on the land. The applicant also informed the 1st respondent that it still intended to develop the land.

The 2nd respondent opposed this application and they filed an affidavit in reply through its Managing Director-Kareem Jassani stating on 5th December 2019, it made an application to the 1st Respondent for land in Kampala Industrial Business Park (KIBP) for erecting a dairy and agro-processing plant. By a letter dated 5th May 2020 it accepted the 2nd Respondent’s application and made an offer to the latter of 2 acres of land comprised in Block 113 Kyaggwe, Mukono.

A lease agreement was executed on the 2nd day of October 2020 between the 2nd Respondent and the 1st Respondent and a Certificate of Title was issued to the 2nd Respondent on 11th November 2020 making it the duly registered lessee of the land comprised Block 113, Kyaggwe, Mukono District hereinafter referred to as the suit land.

This move forced the applicant to file an application to the High Court seeking an order of certiorari to be issued quashing the 1st respondent’s Board decision to allocate the applicant’s land comprised in Leasehold to the 2nd respondent.

The applicant also wanted a permanent injunction restraining the 1st respondent from withdrawing the applicant’s land comprised in Leasehold Register, Volume MKO1176, Folio 11, Plot No. 1230, Kyaggwe Block 113, Namanve, Mukono District, allocating it to any other person, alienating or in any way dealing with the applicant’s land.

NITA-U also wanted a permanent injunction to be issued against the 2nd respondent, its contractors, agents and/or servants preventing them from trespassing, selling, transferring, alienating, and making any developments on or in any other way dealing with the land on the said land.

However, Justice Musa Ssekaana dismissed it alluding that it was not a proper case for judicial review based on the facts and it is purely a private law matter premised on the lease agreements executed between the parties.

He explained that the lease agreement made on 2nd October 2020 between the 1st respondent and 2nd respondent squarely puts the dispute of the applicant in the realm of private law that ought to be determined under land law and indeed may involve the cancellation of title which this court would not grant in the present application.

Justice Ssekaana added that the said transactions were purely contractual and based on the private law rights that are derived from the said agreements.

“Contractual obligations should not be enforced by judicial review unless the question is whether the contracting authority has exceeded its powers. As soon as a lease agreement is executed between the parties, they are bound by the terms of the lease agreement. This application is dismissed with no order as to costs.”

For almost two years, Uganda’s entertainment industry has been out of business due to Covid-19 induced lockdown.

Maro believes that while numerous singers are begging for money from the government and Operation Wealth Creation (OWC) Chief Gen. Salim Saleh to make ends meet, as entertainers, they need to come together and find an everlasting solution that will help their business to be revamped.

“I just want to say to those who are waiting for government to pay us, we are supposed to pay them through taxation after they have helped us lay down a foundation or a structure of a sort that makes us a properly monitored and taxed business.Luckily we already have UPRS we just need to work with them after they have learned our rights especially the right to know how they get to the sums we earn and how that revenue is collected,”Maro said.

” If it means standing still for about two months as an industry as the process takes place, no performance, no local music plays anywhere we can survive if we have, since February 2020 to date without bookings.”

Maro added that with a proper business structure that includes all users of their intellectual property getting it from only licensed sources ( Distributors), it wouldn’t matter if they are signed or not, artistes will get what they deserve to get and they wouldn’t need to perform every day to feed their family every other day.

“Just imagine if the music library paid 100 shillings to every artist they have in their folders each time they made copies for sale! Library owners take children to school have built houses fed families as the musicians spend to get a chance at fame forgetting how rich they could be if only one thing is to be done.

Building a structure is not building an association like UMA.

And we don’t need to be so United to have a functioning UPRS. We need the right GOU support to enforce the Copyright law and educate the public about it, tell them that artists are not mad at you, it’s just business, but buy the music / product from the right sources.

Lastly i request every artist to at least get their song on an aggregator platform before releasing it, aggregators like Tunecore, CD baby, etc they make you a publisher and they are the publisher to 36 and more digital platforms but most of all, they give you a ISRC code that is simply your bar code or copyright ©! From when they release your single, you can go ahead and post it wherever you like. That is the free copyright you have for now as Ugandan egotistic elders finish fighting to realize the actual goal, you get on there and get some pennies and secure longevity of your product.”- he wrote.

The ministry had been concerned about widespread complaints to her office that unscrupulous people posing as State House and President’s office agents and staff have been milking money from unsuspecting people promising to get them deployed in juicy positions such as Residential District Commissioners.

The scum has mainly targeted NRM party mobilisers, politicians who failed in the recent general election, senior civil servants, and members of the business community.

In a bid to curb the vice, the Office of the President has issued the following phone numbers for purposes of easing information flow to aid in bringing perpetrators to book- 0772342782, and 0754269719.

The public is equally cautioned against easily falling prey to such scums since no deployments under the presidency are done through lobbying and bribery but rather by merit.

Those that might have been linked already under the circumstances are similarly encouraged to come forward and report the culprits for justice to prevail.

Similarly, the Minister has launched a toll-free line(0800320320) in her office to ease information flow between her office and the public. This will be attended to from 8.00 AM to 5.00 PM; Monday to Friday. This will help bridge the gap and also help to implement a timely response to corruption and poor service delivery.

Maj Gen Igumba was speaking at the closure of the Ideological Orientation Symposium for Medical Personnel of the UPDF that has been taking place at the Senior Officers Diagnostics Centre, Mbuya where he called upon the participants to always seek for more information and knowledge especially ideological education to rejuvenate their spirits and remain inspired in their line of service.

In his presentation that centered on Institutional Consciousness, the Chief Political Commissar of the UPDF, Hon. Maj Gen Henry Masiko reminded the participants that the foundation of the UPDF is the People and as such medical personnel are part of the formation of the People’s Army and the People centered ideology guides their engagement.

The participants for the Chieftaincy of Medical Services were called upon to maintain the image of the army through timely information whose success story demands that they have a duty to sustain the success of the UPDF. This message was contained in a presentation made by veteran journalist, Tony Geoffrey Owana who reminded them that the UPDF took the lead in breaking the barriers especially in the fight against the HIV/AIDS scourge.

The symposium was attended by the Chief of Medical Services, Maj Gen Ambrose Musinguzi, the Director Medical Services, Brig Gen Dr Stephen Kusasira, the Director Mental Health, Brig Gen Dr Patrick Ochen, Directors, Senior Officers and medical personnel of the UPDF.

The move is part of the minister’s pledged to intensify the fight against corruption and improving service delivery at the ministry whose leadership she officially assumed just last month.

The notice, since seen by this publication will be publicly displayed at the offices of Residential District/ City Commissioners ( RDCs/RCCs), District Internal Security Officers(DISOs), and notice boards at the different District Headquarters.

The directive has been received by both RDC Secretariate boss Maj. Martha Asiimwe and Internal Security Organisation (ISO) Director-General Charles Oluka who have been instructed to help in it’s implementation.

There have been widespread complaints directed towards the minister concerning illicit activities such as corruption and abuse of office involving some junior staff at the various agencies under the Presidency.

Giving direct access to the ministry is expected to drastically facilitate and improve information flow, which will, in turn, help the protracted fight against graft among the officials at the ministry.

While receiving instruments of power from her predecessor Esther Mbayo last month, Babalanda emphasised that weeding out corruption and incompetence would form the backbone of his administration at the presidency.

As Shakirah pointed out, Andre denied ever having a hookup with her.

Both Andre and Nina agreed to let the public assume they had split up, even though they are still together up to date.

“Me and Nina are still together, we just let you Journalists believe that we are broken up. You have worked so hard to tarnish my name with fake news of me sleeping with Shakirah but I do not care,” Andre said.

Nina, on the other hand, has been heard criticizing men in prior interviews, claiming that she was heartbroken by Daddy Andre, with whom she divorced after only a few months of marriage.

Nina went on to say that she is currently depressed as a result of Andre’s adultery, which caused her heart to break. As a result, she made it obvious that she had no intention of falling in love anytime soon.

“I’m not in any relationship now and I’m focusing on music, so I won’t say I am single and searching, I’m married to music officially, so my fellow girls don’t rush to engage in relationship, take time to study and understand the person you want to settle with, and don’t be comfortable because you are being loved anytime men can change, so believe in yourself,” Nina said recently.

The group, we have learned, has been asking unsuspecting Ugandans for large sums of money on promises that they would help them get juicy deployments mainly under the Office of the President.

The yet to be effected reshuffle among the Residential District/ City Commissioners (RDC’s/RCCs) have been mainly targetted by the group to fleece unsuspecting Ugandans.

Otherw targeted by the conmen are Coordinators under the Office of the NRM National Chairman(ONC), Politicians who failed in the recent general election, civil servants and members of the business community.

According to the ministry, none of it’s staff has been mandated to solicit for bribes in exchange for deployment, neither is there a mechanism requiring for lobbying for jobs since all deployments are solely given on merit.

As such, Babalanda has asked police to investigate the allegations and bring the culprits to book.

She has also called upon members of the public to report any information that may lead to the arrest of such unscrupulous people.

Similarly, the minister has issued a toll-free line at the ministry for the public to report all cases of corruption and shoddy service delivery directly to her office. This, she says will help in bridging the information gap between her ministry and the public and also boost efficiency in service delivery.

Maj Gen Rwabantu has been the Deputy Commander of UPDF Reserve Force.

He died from Kampala hospital after a short illness.

Rwabantu,RO/00081 joined the bush war in 1981 together with Brig. Taban Kyabihende after the two defected from the Uganda National Liberation Army (UNLA) barracks in Bugolobi.

During the bushwar, Rwabantu was nicknamed “Gonya”, crocodile due to his bravery in repulsing the enemy.

“I have learnt with great sorrow of the passing of Gen. Stephen T. Rwabantu ‘Gonya’ (RO/0081), a war hero & comrade for many years. Always understanding & a true gentleman. He will be missed. My heartfelt condolences to the family, friends & the UPDF fraternity. #RIP Comrade. HT, ” Former Security Minister Lt.Gen. Henry Tumukunde mourned.
